Harrisburg, PA – Attorneys Bert M. Goodman and Randy L. The treatise is designed to provide the reader with a guide through each step of the assessment and appeal process. It is a comprehensive manual incorporating years of practical experience by McNees attorneys in this specialized area of law. Assessment Law & Procedure in Pennsylvania also includes detailed discussions of the relevant case law and statutory provisions that provide the framework for Pennsylvania assessment law.
Originally circulated informally, the first edition was published in 1994 by the Pennsylvania Bar Institute and it quickly became the "assessment bible" for counsel, assessment appeal board members, assessors and appraisers. The 2012 edition is the first edition to cover the Consolidated County Assessment Law that became effective on January 1, 2011.
Bert M. Goodman practices in the firm’s State and Local Tax group. He handles assessment litigation for both taxpayers and taxing authorities. He also provides assessment law and procedure consulting services, and has served as a lecturer in assessment law for the Pennsylvania Bar Institute, Appraisal Institute and Assessor’s Association of Pennsylvania, as well as other professional real estate associations.
Randy L. Varner practices in the firm's State and Local Tax group and is a frequent speaker and author on state and local tax issues. He focuses his practice on state tax controversy matters, and represents clients in income/franchise and sales and use tax litigation matters before administrative tribunals and courts in various jurisdictions. In addition, Randy has successfully represented developers and utility providers in property tax assessment appeals.
