Gretchen has devoted more than 30 years to the legal and technical aspects of utility regulation from the perspectives of both advocate and regulator. In that time, she has achieved a high level of knowledge in a wide range of issues involving rate, fuel, complaint, rulemaking, and legislative matters, as well as a large number of processes, including litigation, alternative dispute resolution, facilitation, mediation and collaboration. Gretchen has significant experience in the evolution of natural gas deregulation and the development of natural gas choice programs in Ohio.
